With STARS ELS, law firms are now able to lodge caveats, land documents, register title deeds and do searches from anywhere, on the Internet. All the lawyers need are Internet access and a Netrust digital certificate stored in a smart card or USB token.

Netrust plays a key role in enhancing the security of the STARS ELS application. The Netrust's security module is a critical component on the system, enabling it for digital signing as well as certificate-based authentication. To do lodgment, lawyers simply have to logon to the STARS ELS application using their Netrust certificate. This is a very secure means of two-factor authentication, where the users' password is not transmitted across the Internet.

In addition, the Netrust's security module also affords the digital signing capability on the application. By just clicking a button, lawyers are able to digitally sign their submissions to the Authority. With digital signing based on PKI (Public Key Infrastructure), the lawyers can be assured that the integrity of the data is maintained during submission. The system owner, on the other hand, is assured that the submissions are authentic and non-repudiable.

At the launch, Minister of State for Law and Home Affairs, Associate Professor Ho Peng Kee said: "We will be the first in ASEAN to be a world-class land registry with a fully electronic land registration and public search system".

Other similar implementations include CORENET e-Submission System, an application by Building and Construction Authority. This application allows architects and engineers to do electronic submissions to relevant Government agencies, using Netrust certificates.
